It seems like it could provide a nice spike with Vapor Blade. A nice spike for a Water Elementalist, that is.

Is this viable at all? If not, which water elite is?

Its not great. Good damage but:

it telegraphs your "spike"
it is too slow. 3 sec "spike" is unacceptable
it is not energy management, takes away from your utility

this is why its not used much. The water elites aren't very good, usually people don't use them. Sometimes I see trident, not often at all though.

The actual "spike" with Shatterstone/Vapor Blade is when VB hits, just like L-Surge->L-Orb. It just has a hit at the beginning too. Not to say it's not a dead giveaway to a monk that knows what it is; I guess that's what you're getting at, the whole hex part.

You're about 6 months too late ... Water Eles have been running around RA using this combo sinceNightfall came out.

As mentioned above ... it is laughable in any form of PvP besides RA .... hmmm maybe HvH?

It works great timed with a Shadow Shroud (basically they can't remove Shadow Shroud without removing Shatterstone, which triggers the damage, and they can't prot against it otherwise), but so many things do that it's not really a first choice.

I think it's actually underestimated atm, but you need to build around it some and it's not necessarily worth it. But it is a decent elite considering its low cooldown and high damage. I actually saw some nice use of it in GvG, mostly as a form of off-target spiking. With GoLE + Water Atunement you still have enough energy to use things like Freezing Gust a lot (which can be used to replace Vapor Blade when target isn't protted).

Shatterstone-Vapor Blade maxed do close to 400 damage alone on 60AL, so you don't need much help from someone else to score a kill (basically a DW and most people die straight, especially if they have any kind of DP. But ofc there's a lot of time to react, which is why you don't see it as much).
